Man arrested with credit card skimmer, list of names and personal ID

An ex-convict who served jail time for credit card fraud was arrested Monday and accused of plotting similar crimes, according to Broward court records.

Junior Rouzard-Edner, 26, is charged with 79 counts that include attempted identity theft, fraudulent use of a credit card scanning device and altering or forgery of a credit card, jail records showed.

The Florida Highway Patrol pulled him over after a trooper witnessed Rouzard-Edner weaving through traffic at more than 115 mph, investigators said.

During the traffic stop, the trooper found a credit card scanner in Rouzard-Edner’s pocket and a laptop in the back seat with a cable that fit the scanner, according to the arrest report read in court by Judge John “Jay” Hurley on Tuesday.

“The [trooper] also found two pieces of paper folded in between the seats and the console,” he read. “The [trooper] looked at the paper you were attempting to hide and it was a ledger with names, dates of birth and social security numbers of 76 people.”

The U.S. Secret Service was called to the scene of the traffic stop to investigate so Rouzard-Edner could be facing federal charges too, the judge said.

Rouzard-Edner stood shaking his head in bond court as the judge cited Rouzard-Edner’s criminal history of grand theft, identity theft, fraud and credit card forgery as a familiar pattern.

“Sir it looks like you’re at it again,” Hurley said. “It looks like you’re back in the business of credit card fraud, credit card skimming, stealing other people’s ID.”

Bond was set at $97,000 despite Rouzard-Edner’s pleas to have it lowered.
